Locality Pay and Performance Based Pay There is some thought given to the possibility of quotas. An excellent supervisor will ensure that his or her workers will perform to standard. But will money always be available to reward each employee or will it be limited to 1, 2, or 3 in each work group. I see this convenience as a cost cutting measure already built into this new system.
