I am extremely concerned that Congress has been sold a “Bill of Goods” Under the disguise of “National Security”. You are replacing a pay system that has worked for decades and decades, for what was that reason again? National Security? What does National Security have to do with Pay, pay raises and longevity? Every one I have talked to, even the local “chief” of our civilian work force cannot explain the pay banding system, she says “if you can figure it out then please tell me what it means”.
