As a Federal employee of the Department of Defense, I am concerned that our congress is allowing the imposition of the NSPS to change the basic security of federal employment [Department of Defense National Security Personnel System Proposed Regulations, Overview, February 10, 2005] Page 7: Classification, Pay/Compensation, Performance Management, Hiring, Reduction in Force, Adverse Actions, Appeals, Labor Relations, all of this is changing under the disguise of ”National Security”. What you are creating is a revolving door for employees who get disgusted at immediate supervisors who can evaluate, set pay or reduce pay, set work schedules, change job titles and performance expectations at the whims of local commanders who feel it necessary for “National Security”? ALL local Negotiated Agreements between local unions and base or post commanders allow the commanders to “Change the way operations are conducted in case of national emergency”. So why change everything else?
