Comments:
This bill is not in favor of any the federal workers(civilians), it is one sided and would result in many civilians never seeing a pay raise or promotion. The favortism is terrible now, what would it be like with these new changes. Why is it named the National Security Bill when it is really a bill to completely change the federal wage system as we know it. It is detramental to future and to future federal workers that this bill not be implemented into the civilian work force.
