Comments:
As a Federal employee of the Department of Defense, I am concerned that our congress is allowing the imposition of the NSPS to change a system that affords employees and their unions to collectively negotiate local working conditions based on local conditions and the work expected of the employees at each work site. Federal Employees have NEVER in the history of Labor-Management relations adversely affected national security or the operations of any base post or locality with the collective bargaining process.
