Comments:
I'm opposed to charging full speed ahead without written guidance or direction. The DoD appeal for many was the security and benefits not offered from the private sector. The availability of a checks and measure system that afforded everyone the same opportunities to achieve career goals was another great appeal. Money is not always the only incentive to entice sharp, dedicated employees. Please take a moment and realize the “old system” did have many great advantages not available in the private sector.
