In your “Proposal” NSPS lists that the current hiring system is too slow and it “adversely affects our ability to attract and retain high quality talent”. I believe the system is doing what it should by fettering out the chaff and bringing in good quality personnel. If you remove the local commanders authority to waive the six months wait for retirees, it would work even better.
