The program in general sounds good. However I do not agree on the Pay for Performance for it looks like it is getting back to the buddy buddy system that if you are liked you will get a good rating and PAY but if you crossed someone along the way it could be held against you for life of employment and you would never get an increase in PAY regardless of how well you performed. So the only way that you could get a fair Rating would be to have a Board to decide on Pay For Performance instead of one person evaluating you.
