Comments:
The entire NSPS concept, as currently written, opens the door for those managers who are politically astute and technically incompetent to take acts of vengeance or place employees in positions that are so uncomfortable that they resign. I personally believe that the current proposed system will open the flood gate to the unwanted removal of competent employee's because of anger or vengeance. You offer little but a dictatorial system of management where information will flow only way and that's down.
