There is nothing wrong with the current pay system. I have understood the system has methods to prevent under achieving employees from receiving step increases. The problem lays with some managers unwillingness to formally document the problems and take necessary actions for prevent automatic increases. It seems the new system will allow some managers to continue on the path of least resistance. I believe we will start hearing "there aren't enough funds to give out larger pay increases" or " this was all the money we had to use". But if history proves true I'm quite sure "upper management" will always see more than their fair share of the pie, while the workers; and believe me there are alot of us will get the crumbs. To sum it up, why should we believe when a current system is not utilized a new system will be the answer to all our problems.
