I think the ideal of change from the the old system to this new system where your employer has all the say so about your position is unbelieveable. It is unfair to civil service workers who work hard daily in their position. I don't think that a supervisor should be able to determine whether you receive a promotion or not. I don't think the supervisor should be able to hire and fire you at a moments notice. I don't agree with Congress on this new proposal. I feel that if it is not broke don't try to fix it. Work on fix other problems that are truly broken in the country(like gas prices, economy, health care etc).
