I just have a few concerns regarding the upcoming NSPS. First of all, I think the overall concept of the of the new system will be beneficial, but what has not been discussed thoroughly is the paybands. I think when our salary is going to be making a change it rises several concerns. The paybands have not been discussed clearly or how they work. My concern is just where I will fall in the payband criteria. I am a GS-8 step 10, so I can't go any further on the payscale as it stands. The only "payraise" I am afforded is the cost of living or annual pay increases. The paybands need to be explained in detail. It is also my understanding that our performance is what sets the criteria of what we will be paid? What if we have a poor supervisor or one that has a "don't care attitude" in regards to giving us an exceptional rating. How does this play out in our pay? Also, in my present position I have a military supervisor that usually leaves between 18mos and 24mos. The continuity is not very good. I would like to see some material that goes into how the paybands work in detail.
