The changes that are being proposed are undermining the rights of Civil Service workers and all DOD employees. All DOD should continue to receive annual pay increases. Annual percentage ratings should be explained so that employees understand what they're receiving raises for. DOD shouldn't change current layoff and RIF rulings. In order to maintain fairness and accuracy DOD employees should be able to appeal preformance ratings to an independent grievance process, as they presently do. The DOD should NOT change a system that works.
