After 17 years in the DOD as an engineer and technical program lead I have seen many Govt initiatives undertaken. These are usually fantastic in initiative and goals but then fall far short in the implementation phase. Far too often good initiatives fail due to lack of funding and I have grave concerns that this will happen under NSPS. Almost all new initiatives undertaken in the Govt are to save money. While a great and absolutely essential goal this usually ends up screwing the Fed Govt employee. As a Naval Air Systems Command (NAVAIR) employee we have seen our workforce reduced by almost 50% since the early 1990's yet real workload has increased in that timeframe. We do not need another new system that sounds great but lacks the funding to make it effective and truly reward the outstanding employees. As an example of my concern with NSPS is the current awards program. This is an "on the spot" system with woefully insufficient funding to reward or potentially motivate the outstanding employees. The bottom line is that I fear NSPS is just another way the DOD civilian will be further taken advantage of, outstanding employees demotivated, and less-than-stellar employees maintained in a status quo.
