I am very concerned with the provisions listed in the NSPS document concerning reduction in force (RIF). It appears that an employee with a good job record, but currently working in a project that is suffering funding shortages, could be laid off, while a worker with sub-par job record, but currently working in a robust project would not be laid off. This appears to be a very random and inefficient way of reducing the workforce. It must be noted that an employee in most cases cannot choose the project he works for. Therefore a victim of an RIF could simply be in the wrong project at the wrong time. There must be more recognition of past performance.
