This comment is not section specific... Your new system puts a great deal of responsibility/power in the hands of supervisors and management. In the old performance appraisal system ,1-5, there was significant corruption and cronyism over a $500-1000 bonus. If the same thing happens with COLA's and pay bands the government system will fall apart.Good employees without "friends in high places" will suffer and leave. The "good old boys" will be highly paid and perform minimally. My experience has been that the majority of supervisors and managers are not in their positions because they can lead or motivate their employees but rather they can say "yes boss" with the best of them. In fact my own supervisor has said on many occasions that he is "bought and paid for by management"...he feels no responsibility toward his people.There are numerous methods currently available to reward high performers but management will not take the initiative to use them. Poor performers can also be dealt with , but that would require supvervisors to do their job and document things.
