I am not for the changes because of the following: 1. Under the current system their is a way to reward personnel who excell on the job ie. QSI's and Monetary Awards. The supervisors who do not submit outstanding personnel for Monetary Awards and QSI's under the old system will continue not to reward those personnel under the new system due to money reason or what ever. Under the new system those supervisors who choose to reward their employees for just doing their jobs will continue to give pay raises anyway for just doing their jobs. 2. The employees who are considered dead weight can be ask to leave with proper documentation under the current system. Those supervisors who have dead weight and do nothing about it will always have dead weight and will continue to reward them by doing nothing about it because they choose not too. I don't think that a new system will change the way that supervisors conduct business. If there is no money available for pay raises then you will not get one anyway. At least under the old system once in awhile you will get a step increase reguardles of the condition of your work enviroment.
