The proposed regulations are an attack on workers' basic rights and are not well-thought out. As a 28 yr Federal employee, I am gravely concerned that NSPS willI render whistleblower protections virtually meaningless, end the merit-based personnel system as we know it, eliminate annual Pres/Congressional pay adjustments, give managers vastly unchecked power that could lead to favoritism and motivation by intimidation, render yrs of committed and loyal Gov't service almost worthless in a RIF, lower stds of living by driving down Fed pay and undermining rtmt security, threaten vital teamwork by pitting employees against each other for determining who and who does not get a raise, virtually destroy fairness and due process procedures within DoD and nullify most of the rights to bargain collectively that the employees have had for decades. I urge you to reconsider this entire system.
