I have dedicated almost 27 years of my life to my country and the warfighter. I have given all I had, sometimes to the point of impacting my physical health, to ensure that the soldier was supported and that the weapon systems within my purview were at the highest operational availability possible (within the major funding constraints experienced basically every year). I have seen myriad individuals who have given less than their all and understand that there needs to be a way to either "encourage" them to perform or force them to find other employment. That said, however, I must say that I am appalled, enraged and saddened that DoD and OPM feel that the entire workforce should be punished. I do not expect to receive anything other than what I earn but to take away the rights of hard working civilians, deploy/transfer them at a moments notice, change their pay based on available dollars, the "market", and/or the restructure or an organization (especially when we don't even know what the pay scale may be), change their expected performance at any time based on what a supervisor wants on any given day, reduce their union representation to nil, and give the "Secretary" and DoD the right to judge their performance (when they don't even have any knowledge of it) makes me wonder why I have, and will continue to, give my all. If DoD, Congress, the President, or anyone else supporting this horrendous (proposed) system is looking to force people out of the workforce it will certainly work. If this is the way they feel we should be treated I will most certainly be looking to retire the very day that I become eligible!!! The horrible thing about this is that the motivation of the workforce will diminish even further....and the one who will suffer will be the only one who counts....the soldier!!!!!!!!!!!!!!!!!!!!!
