Comments:
Performing Reduction in Force (RIF) actions at orgainization levels lower than geographical location would produce many adverse affects. Branches or departments within an organization that were viewed -correctly or not - as underfunded or potetial targets for RIF actions could have difficulty keeping or recruiting personnel and would have serious morale problems. The DoD will already be losing many senior personnel due to upcoming retirements. We don't need to lose more due to RIFs or how RIFs are conducted.
