I write in opposition to the changes included in the NSPS. I have been a DOD employee for many years and I know that the buddy system, good ole boy system, friends helping friends, favoritism, discrimination and nepotism are alive and well in DOD. If the NSPS goes through things will only get worse. With todays rules only the bosses buddys get the awards and QSI’s, the rest of us have to wait for a COLA or our scheduled step increases. Pay banding will open the door for all of the above buddy systems to get worse. Pay for Performance will be the same situation. If there was some integrity things might be different, but that is not the world we live in. The federal government is not a business, there is no profits and losses only costs to run.
