Your proposed system will breed a legion of yes-men (and women) in the DOD. Many intelligent, independent-thinking employees will take their skills elsewhere. Who wants to work for a system that rewards lackeys and penalizes critical thinkers? I do not think that you have really understood the long-term consequences of the proposed changes.
