Pay banding legalizes "Good Ole Boy" system that allows personal favoritism, along with the "Casting Couch" mentality. The current system is more far to all in general. Supervisors/Team Leaders still control who gets what project which can greatly affect a person's development, skill, and ability. More importantly, these positions control the complexity and determine a project's quality. The ratings will still be subjective to these positions and personal discriminators.
