It would seem that most of the proposed changes are quite vague and allow for broad interpretation. I would hope that more definitive descriptions are developed prior to full implementation. In order to flesh out these descriptions (rules) Congress and the employess should have a voice in the final product instead of the take-it-or-leave-it attitude that has predominated this process. Success of the NSPS depends on acceptance by all involved. Without employee support for NSPS the system will fail to provide the quality workforce that it is intended to produce.
