Classification - Subpart B -- The second paragraph says that DOD will establish broad Occupational career groups. Currently there are a wide variety of careers (professional & non-professional) within DOD, many of which are non-military direct support in nature. (Cooks, maintenance, computer technicians, park rangers, lawyers, etc.) These jobs have already been reviewed and properly classified. DOD should not be allowed to change or "reclassify" these jobs only allow the pay banding as an "overlay" to group already exisiting jobs and job series. In addition there should be a cooresponding indicator to how these jobs are aligned with the GS system. Many of these professionals move to other agencies (Dept of Interior/Dept of Agriculture/etc) and to be able to encourage professionalism and the ability to compete for jobs thorough out the federal service some relation to the exisiting GS system should be maintained. OPM should insure that equivalent steps are established that relate to the exisiting GS which will remain in effect at other agencies--in the interest of fair competition for positions within the government.
