The pay for performance system will hurt a lot of hard and honest workers. I for one feel I am a victim of pay for performance right now. I’ve been working for the federal government for 18+ years. I received a new position in June, 2004. One of the senior workers was to train me to do a variety of tasks. I felt hopeful that this would occur until 3 months ago when a young male employee started his internship in our office. Things have changed. The senior worker is playing favorites with this young male intern. She has been training him almost everyday and has made explicit comments that he was not going anywhere, she is going to keep him. The intern is supposed to rotate every 6 months/year to learn other skills in different departments. Meanwhile, I am not receiving any training. I have spoken with my team leader and supervisor on numerous occasions regarding this matter but there has been no change. An example of the treatment I receive; a few days ago, I went the extra mile to help a customer because I knew how to do it knowing I had not been given the authority to do so, but since I was the only one in the office who knew what to do I took the incentive to meet the customers needs. The next day, the senior worker returned to work and said that I shouldn’t have helped the customer. I was told it would take a long time to understand the process, but I did it successful and the truth is she doesn’t want to train me how to do it. I thought it would be more appropriate for her to thank me for handling the situation, recognize my ability and feel confident that I could handle the situation in the future, but instead I was criticized. How can this new pay for performance system help me? This senior worker has authority and input over me and has shown abuse of an innocent worker over a favorite worker. I will not be trained to develop new skill sets to perform my job or have job advancement opportunities. This new pay system will allow for a degradation of my pay based on favoritism. The hard working and honest employee will suffer financially at the hands of favoritism. Where is the incentive? This new pay for performance will only hurt those who are working hard and enhance those who are playing the buddy game. I absolutely believe that the current system for GS employees is better, and will protect a lot of hard working and honest civilian workers. The current system has protection against favoritism by senior workers and management.
