DoD is given a certain amount of dollars to opperate. If the dollars are given to offer high pay to attract the more prestigius college grads it has to come from somewhere else in the budge. Experience with funding issue causes one to believe that it would have to come out of funding to pay employees. If this is so it will cause funding to be taken away from individuals that have the experience and background knowledge needed to orient the new hires in order to gain the new hires. Also the system is to allow 30 days for comments to be submitted concerning this system. Many of the questions asked during the information briefing resulted in the answer of 'I do not know.' We were not told that the was a 30 day window to make comments. With incomplete information and no knowledge of the 30 day window causes one to believe that they are trying to slip something over. This system has the same problem as the prior system in that it allows for the individual conducting the appraisal to show favortism to the employees that buddy up to them. The appraisal should be based on the work accomplished and ability. That is part of the problem with the current system and this system seems to allow it even more.
