i do not feel this is the right way to go, you are trying to take away the colas for a lot of federal employees that are near their retirements. you should change everything for new hires & people who have less than 5 years in the system, to change everything that affects people who are retiring with less than five years to go is totally unfair. while i see that this might help some it's going to hurt many more than it helps. the civil service pay scale is one of the biggest reasons i entered federal service 17 years ago, now that i'm at the end of my career you want to try to reinvent the wheel. the real problem is the fact that most agencys including the i work for is that they are too top heavy.
