General: NSPS will undermine the Civil Service system and have a severe negative impact on DoD employees' ability to complete the mission. It is a step backward to restrict hard-won rights. DoD employees have survived "do more with less" and loss of positions, and still do the job - this is a slap in the face and will have negative iresults instead of streamlining the workforce. Subpart C Pay, Sect. 9901.301 to 9901.373 - DoD employees should receive the same annual pay across the board increase as other GS/GW workers. Subpart D Performance management - 9901.401-9901.409 - Fairness and accuracy demands the right to appeal performance ratings to an independent grievance / arbitration process, such as we have in place! It guards against unfair supervisory conduct and prevents mistreatment of employees by "problem" supervisors. Subpart F Workforce Shaping - 9901.6012-9901.611 - Current layoff/RIF rules are needed to give balanced credit to performance and the employees valuable years of committed service. Subpart I Labor Management relations - 9901.901 - 9901.929 - The labor management law of 1978 protected the rights for collective bargaining. There is no compelling reason to take away most of the collective bargaining rights or grievance rights. From personal experience, such rights result in a higher morale within the workforce and a sense of "protection" from any unfair and unreasonable actions on the part of management. Any "dispute board" must be selected by both management and the Union in order to assure equality and fairness.
