Federal Register/Vol 70/No. 29/pg. 7558/Classification Subpart B: The classifications are broken down by entry level/nonsupervisory at the full performance level/nonsupervisory at the expert level/supervisory and managerial. With this system it seems that individuals who change jobs prior to implementation of NSPS will get the raw deal as far as where they fall within the classifications. An employee may have spent the last 10 years in an area and is considered an expert but then chooses to learn a new skill. At this point they are back to the entry level classification and will in fact make less money than if they had continued in the same job indefinitely. How will this situation be handled?
