Section 9901.601-611 Section 9901.605(a) Section 9901.606(b) The DOD intends to customize RIFs without regard to civil service rules. These rules are intended to balance the interests of individual workers and DOD agencies. The proposed regulations will dramaticly alter this balance in favor of the DOD. Long term employees with highly satisfactory service rating will be much more suspectable to RIF actions. A new system, based on non-performance rather perfrormance factors, will take affect that is not respresentative of a truly fair and appropriate sytem that Congress envisioned under NSPS.
