Using the National Security Personnel System allows upper managers to be bias and subjective. How will any employee gain confidence that their pay is based on their performance? I thought the reason for the General Schedule was to avoid unfairness. Now a system has been created that will encourage unfairness, uncertainty and distrust. Rating an employee on performance can and will be based on favortism or how well you say yes. The system will cause many morale problems and grievances. Based on experience, I have worked for private sector and was a great employee, worked many hours, learned everyone job and was available to fill in for anyone at all times. The only character that the supervisor could find to prevent me from being promoted to a higher paid job was that I was not initiative. The NSPS will more than likely provide the same response based on an individual opinion.
