Performance-based pay. I have been reading studies from IBM center for government, Harvard Review, etc. and the biggest key is getting this system implemented correctly. DoD is off to a horrible start. They are: (1) trying to rush this system as they rushed to war (Remember Cheney's statement: "they will welcome us with open arms"; still 1500 soldiers have died since. We rushed in without a good plan. (2) providing no details as to the pay systems (3) providing no details as to the training systems (4) cutting back labor relations to a dictatorship-style managment (5) fostering a young versus old relationship among workers (6) fostering a competitive atmosphere (7) fostering a favoritism scheme of management (8) cutting back on employee rights (9) providing no information on future budget sizes and controls (10) establishing a wealth of new agencies/commands just to manage this system (11) requiring complete overhaul of the software applications in use to administer pay programs .....DoD is not gaining much credibility among employees. In fact, they are alienating them. Reading the Federal Regulation proposals reads like a handbook on how to control the budget, at employee expense, with benefit to political appointees, and undermine labor unions at the same time. The devil's in the details, and employees will not be happy and will transition very reluctantly.
