It is stated that there will be no change in the retirement benefits or eligibility, but if the potential for no increase in base pay for several consecutive years exists, would this not greatly affect the employee's high three years of pay for retirement computations? Also the base for the lumpsum annual leave payment at retirement would be affected. The lower salary base will affect the life insurance amount. The Thrift Saving Plan deductions are based on base pay, this too would be affected if the employee is not one of the favored employees receiving the performance based increases. Will the local market supplement be comparible to the locality pay? Does this mean that one employee working under one occupational series in the same location will receive this pay, but another under a different occupation series will not? Too many unanswered questions to start a new system without some problem resolution!
