Yesterday, I had my midyear review. I was informed that sufficient funding is not available to pay for one of the graduate courses listed on my IDP. The reason for the shortfall is because all of the managers are to be trained on the new NSPS and that training must be funded from the individual competencies training budget. Why must the competencies individually fund training that is mandated by DoD and OPM? Thanks!
