General Comment -- This program was set up primarily for the Department of Homeland Security and for those people in DOD that support Security issues, such as security, military/secret and direct support to military operations. The civil service system was in place for civilians and is a fair system for the many employees in DOD that support the Civil Works funtions including procurement, park rangers, adminstrative support, public relations, etc. It is unfair to pull all employees into this system without justification. The current GS system is a successful system and is not hindering operations for non-homeland security operations. There has not been adequate justification, public or employee participation, to include all DOD civilians. There should be a reconsideration of whom is included in the spirals and intially for the first 3-5 years only include security and direct support for military operations, not all of DOD.
