I feel the push to convert to NSPS has too many areas that need to be better defined. I do not see what the rush is on behalf of the government. Too many areas are in need of clarification and explination. In our area, we had NO "Town Hall" meetings and the language contained in the information provided is very vague. The plan does not contain many items that use "shall", meaning an item has been agreed upon as a way of conducting buisiness. In particular, I have encountered conflict with a supervisor in my career, that I have had disagreement with. Those disagreements have lead to action that could be viewed as inappropriate. In the NSPS system, too much is unknown about performace based pay, based upon the employees appraisal from the supervisor. It would be more appropriate to use a review board, rather than one persons deturmination. If a conflict exisits, reprocussions could result, effecting the employees pay, as well as removal from a position. Again, too much is unknown, and we cannot get direct answers to our questions. The NSPS website, which we are constantly refered to, is alo vague on too many areas. Thank You for your time!
