The current system is beset with favoritism, sex, age, racial, ethnic, and gender discrimination. In spite of this, it is infused with limited rights protecting employees in addition to union representation. The proposed system strips these rights and nullifies union participation in personnel issues. The idea of the current management staff having the ability to grade employees “behavior” is at best frightening. In my eighteen plus years in civil service the prevalent management philosophy is that of us vs. them. Providing management with this mindset with a totally subjective means of grading employees is courting disaster. You can be assured the good ol boy; good ol girl system is firmly in place in today’s civil service. Implementation of this system will further ingrain this behavior. Management will be given free reign reward their favorites and hold back or eliminate those who fall from favor. The hapless employee will have no rights.
