The following scenarios can and WILL happen under the new proposed "Workforce Shaping, Section 9901.601-611, Section 9901.605a and Section 9901.606b": 1. A supervisor who has a personal dislike for an employee can shift that employee to a Branch or specific job for the sole purpose of RIFing him (or her). 2. A Branch can be created with minimal funding for the sole purpose of RIFing people who would be tranferred, against their will, into that Branch. 3. If the RIF is timed, such that an employee is caught in a program that is winding down, even if the program was a major program and the employee did an excellent job, he may be caught in the RIF. 4. A employee can have done an excellent job in a major program for years and then be transferred by his supervisor to a new upcoming program because of the employee's experience and expertise. If that new program is cancelled, just at the time of a RIF, that employee is vulnerable irregardless of his past stella career. 5. Young new employees, when they see how unfair the system is, will tend to leave, and the Government will have problems retaining new employees. This will directly impact productivity. 6. These new proposed changes will lower moral among the workfore. Even the most basic business course will teach you that you can't have high productivity with a low moral workforce. To sum up , the new changes will lead to low moral, low productivity, and a high probability of abuse and corruption by supervisors and upper management.
