It is my understanding that DOD will investigate and make decisions on all disputes. I filed an EEO complaint and had to deal with the DOD investigative unit. The fisrst two things that they said were - you are wasting your time and it is impossible to win. When it was over, I was the bad guy. Apparently, no one listened to a word that I said. DOD Justice - no thanks.
