Comments:
I strongly oppose this rule. This if inacted will: 1. Reduce pay for federal employees 2. End civil service protections 3. End meaningful collective barganing 4. End seniority rules on layoffs and reduction in force actions. 5. Remove any checks and balances to fair employment practices. This is a no value added proposal and will serve to negativly effect civil service personnel and the federal govenrment as a whole. This effectivly throws out all of the rules in the middle of the game.
