Rather than comment to any one particular section I would like to offer my response to the NSPS as proposed. I have been in the civil service for about 14 years. Never have I let my personal schedule dictate when called for work or to travel abroad. I have been overseas on immediate family birthdays as well as travel on anniversaries, (including my 25th!). What I see here is a demoralizing attempt by our leaders to strip away any real attraction to government service. As I see it there will have virtually zero accountability by management to pick and choose favorites. If I am not one of his best I am gone, or demoralized, (demoted in pay, RIF protection, etc.) I will not be able to go to the union, (which I am a member in a right to work state), because you have by the stroke of a pen, (or more like a sword), removed any and all effect a union has. Finally I believe that what ever the short term gain that is achieved from NSPS will result in a much less effective and efficient system where you will have more people looking out for their own interest rather than performing there job in service to our country.
