My concern is the pay pool comprised of organizational elements and the pay pool manager. Historically, the MEDCOM does not have adequate funding for adequate awards and while we are rehabilitating and caring for wounded soldiers I do not think there will be a pay pool for performance awards. This needs to be better defined in the regulation as to what the organization is....Is it the US Army, MEDCOM, LRMC, or SHAPE Healthcare Facility or the local CPO/CPAC? Is there a separate budget request to Congress for the civilian pay pool? Additionally, there is no criteria designating which pay band employees are assigned to except for no loss of current pay. Is there an educational level qualifier? Does it depend on job series? There seems to be too much ambiguity and opportunity for local managers to make their own criteria.
