Why is this being implemented if all of the bugs haven't been worked out? This affects every aspect of my life, and since the "rules" are still being on, I can't see where the average government employee will benefit. It sounds like the typical government "double speak" where we end up getting screwed - again. We are already paid less than private industry and our medical insurance keeps going up, but not our pay. Other things need to fixed before this is implemented. The appeal / grievance process has never worked to an employees benefit in my experience. I can only see that this will make it harder. No wonder government employees have such low morale - every meeting is "what have we done wrong now/" or "what are we getting blamed for now?" So far, UPPER management is not held accountable (the "trickle down" theory) and they get the big awards for OUR hard work. No news is ever good news to the average employee. Performance appraisal awards were taken away, and now more is being taken. We see nothing good in NSPS. You can hire private industry, but if they are treated as poorly as some of us, it won't last long either. By the way, I'm a civilian employee and I REALLY can't see how my pay affects national security. That is such a load of bull, you must really have a low opinion of our intellegence and that of the American population in general. Thanks for the vote of confidence.
