I am not commenting on a particular section of the proposal. I am commenting on the entire proposal. As the old adage states, "If it ain't broke, don't fix it." Every time an administration and Congress conspire to change the rules for federal workers, the workers suffer. The purpose of changing retirement systems, CSRS to FERS, was to reduce benefits. Federal workers under FERS essentially get paid much less than their CSRS counterparts since they have to fund their own retirement. To believe that all supervisors can be fair in determining pay is pure fantasy. My current boss is fair but that isn't the norm. I may get transferred tomorrow. Cronyism and favoritism are already rampant in the federal service. The reasoning behind the NSPS is unclear. Why change what works? Why make defense workers feel as if they are being singled-out and punished? Why treat them differently than other federal workers? Why create uncertainty in the minds of defense workers? It is widely believed that the administration wants to contract out all defense activities and this is the first step toward that short-sighted goal. It seems that the NSPS rules were written with the intent to harm the average worker. I can't see any other reason for it! I worked hard to get where I am today. I do not want my career to stagnate or regress because of the whims of someone who may have a personal grudge.
