Main concern: As I understand this new system with supervisors making the decision as to amount of yearly raise you receive, I belive this will be abused, human nature as it is, supervisors are not always fair. Even if you are an excellent employee do your job above and beyond standards have received excellent ratings, you have a supervisor who for some reason dislikes you this will result in lower raise or no raise. supervisors DO have favorites and those employees will be getting higher raises, this is very unfair. How will this be controlled? Having 30 yrs civil service, I have seen many bias supervisors in our system. Many are not really qualified to rate you, as they do not as in my case work even in the same building.
