I have many concerns with the system that is being suggested, but one glaring fault is the method of establishing pay raises. Allowing supervisors the ability to move a large amount of money into the bonus section will reduce pension annuities as bonus pay is not considered base pay for retirement purposes. Additionally, the matching portion of the FERS retirement system would also be reduced. This will be an all too tempting method of reducing the budget on the backs of future retirees (Ref. Federal Register, page 7560, Performance-Based Pay. This system is a throwback to the past and will do noting but put a lot of power in the hands of supervisors while lowering morale and reducing teamwork. People are less likely to be a team player when they are competing with their coworkers for not only promotion, but also yearly pay raises.
