This legislation will take us back to the stone age where people had to kiss up to the boss in order to get their fair share. For females, that means having to be nice to their bosses and making sure that they are satisfied with more that just their work. We, civil sevice employees, know that your supervisor will not fill out a mountain of paperwork to get you promoted, but they will do that to get you demoted. The proposed legislation has no checks or balances..it is strictly up to your supervisor as to whether you get raises, promotions, etc. History has taught us that absolute power corrupts absolutely. This legislation is a step backwards...it is a black day for the American worker. The next step will be to outsource Civil Service. Is there any wonder as to why we have such a violent society?
