Performance Pay Pools. Who are the pay pool managers? Who are the management officials who are also involved in this pay pool? All this money there for us civilians, will it still be there? Or will it get used for something else like what happens with Social Security. (And we all know how well that's going.) Performance Pay Out. Pay pool managers have the discretion to determine the amount of an employee's totat performance payout and as an increase to basic pay or as a bonus. Once again, this entire system is open to favoritism. The old system worked just fine. Ever hear the phrase, "if it's not broke, don't fix it". Well, the old system was not broke by any means. Yet, you're going to spend all this money on a new sytem when you're not even sure how it's going to work. Yet the system is supposed to be happening soon. The National Security Personnel System is totatlly flawed giving supervisors and management officials complete control to legally discriminate against any employee they wish. This sytem sets back the labor movement 50 years.
