I do not agree with the RIF section based on projects/efforts versus other factors, especially performance. High performers should not be at risk because they happen to be on a 'losing' project - maybe not by their own choice. I am not comfortable giving up appeal rights. It is leaving too much in the hands of supervisors/managers - some capable, some not and you can be adversely impacted (severely) by someone who is not competent or has an agenda.
